The Watch List
These are the University Hill addresses with the highest police noise-complaint volumes, from Boulder Police dispatch records and the City of Boulder open-data portal, with owners of record from the Boulder County Assessor. The list is updated quarterly and published in full in our report series.
What this list is — and is not. A dispatched complaint is a resident call that police logged against an address. It is not, by itself, a finding that the law was violated. We publish complaint counts because they are the best available public measure of where chronic noise comes from — and because under Boulder’s chronic-nuisance ordinance (B.R.C. ch. 10-2.5), five documented violations in a year — no citation required under the 2024 ordinance — can cost a rental property its license. If the noise stops, your address comes off this list — publicly.

Published criterion: an address appears on the current list when Boulder Police dispatch records show four or more noise complaints against it between January 1 and June 30, 2026 — single-family properties in the University Hill study area, owners of record from the Boulder County Assessor. The rule is applied mechanically to the city’s open data: there is no editorial step, and nobody — including anyone who funds this project — can add or remove an address. “Off the list” tracks the addresses named in our October 2025 report that have since gone quiet.
